Being Wise in the Heart

Most of us know what we should do and still end up following whatever pulls us in the moment. In Parshas Ki Sisa, Hashem says He gives wisdom "into the heart of all who are wise." The Gemara in Berachos reads this to mean that Hashem gives wisdom only to those who already have it. How does that work, and why is wisdom placed in the heart, the seat of desire?
